A former two-term councillor in Division 3 of the Foothills MD is running for the position again.

Barb Castell says residents around Millarville asked her to run because of a couple of main issues.

"Some of them have brought up the weak internet out here, a lot of them are on dial up still," she says. "Around the Millarville area there certainly needs to be a service that's good for the people out here because it isn't right now."

Cell service is another issue.

Castell says some residents are still concerned with flood protection and says she would need to meet with MD staff to see what's been done to provide those residents in low lying areas with a measure of protection.

She says road safety in he area is another concern along with the impact Growth Management Boards will have on future planning in the MD.

"That's going to be a huge issue that we need to address, just to make sure that we're the ones who are planning the MD of Foothills, not the city (of Calgary),"she says.

Castell has spent the last four years as a board member on the Alberta Surface Rights/Land Compensation Boards and was a constituency assistant to Foothills MP John Barlow.
